House Decorating

Okay, I'd like to get ideas/opinions on a couple items regarding decorating houses.

1. Do you believe that only the owner should be able to decorate their house or both owners and co-owners (probably both, but we'd like more input on this)?
2. How high do you "float" items to get them into positions for your decorations?
3. What items do you decorate your house with that cannot be "rotated" by picking them up and dropping them (even though they have other artwork for those items)? A good example of this is the globe tinkers can make.
