It can be quite time consuming to actually get to Zipactriotl.
First you must declare alliance with the Myrmidex. Then you have to win the battle in the Myrmidex Pits while fighting on the side of the Myrmidex.
Second, you must begin the The Zealotry of Zipactriotl quest. That quest will require you to complete 3 other quests:
as well as buying a Stasis Chamber Power Core from the Collector of Oddities at the Lyceum in Moonglow.
Last, those 4 quest items will allow you to then take on the The Destruction of Zipactriotl quest, which lets you access Zipactriotl's chambers.
