NPCs, or Non-Player Characters, are 'people' in the game that are run by the servers, not other players. In times long past, NPCs had more personality, and were more responsive to players. However, when the internationalization patch went live, to allow for the client to work in multiple languages, much of this behavior was disabled. Nowadays, NPCs mostly just stand around, either acting as merchants, stablemasters, or quest givers, without any real personality or even reaction to most actions taken by players.
