カスカ（Casca）は苛立っていた。“ドーン（Dawn）”なる人物が所有する家は確実に燃え続けているが、彼が欲するものは全く現れることが無かったからだ。 膠着する状況に痺れを切らしたカスカは、以下の内容を布告するよう部下に伝えた。
再度告知する。先に、わしに抵抗するもの全てに対して容赦しないと伝えた。そのような動きが視界に入るなり、処分を行うよう指示と許可も出してある。 今回、これをさらに明確にするため、わしはルナの街にはびこる抵抗勢力から、親愛なる諸君を護ることを決定したのでここに告知するものである。わしに忠実な親愛なる諸君、特に戦闘行為に対して関わることの少ない諸君は、この作戦が完了するまでルナに近づかないことを勧める。
