There have been at least four ways these were created.
First, 2 spawned at server birth in Shame, on level 3 near the gate to level 4.
Second, before NPCs were made invulnerable, stable masters dropped them.
Third, a Halloween 1998 seer quest have three of them.
Last, it used to be that if you killed a pet pack llama, they would drop one with a 1600-stone capacity. For this variation, If it is placed in the bank or if it is secured, it will revert to being 400 stones. This version is also not safe to use for storage, as items have disappeared from them in the past.
