The True Harrower is the second incarnation of the 'Super Champion' of the Felucca Dungeons. When the initial incarnation of The Harrower has been killed, then the True Harrower will show itself. Around it dozens of Tentacles of the Harrower will appear from the ground. Both the True Harrower and its tentacles are unable to move. That doesn't pose much of a problem for them though, they can still easily kill you. Those who are targeted by the True Harrower, might find themselves teleported right next to it and then hit for a large amount of damage.
