Scourge
This item is "Recovered from an Ambushed Trade Route". It comes as a rare drop from doing trade quests during the 20th Anniversary global event.
It can be examined if your Provocation skill is high enough.
It is described as: "Not unlike tools used to provoke a response from an intended victim, this whip is studded with beads of hard rock. The leather is stained deep red from repeated self use.".
