This item is "Recovered from an Ambushed Trade Route". It comes as a rare drop from doing trade quests during the 20th Anniversary global event.
It can be examined if your Necromancy skill is high enough.
It is described as: "The large tome is adorned with a pentagram, not uncommon to many arcane items found throughout Britannia. There appear to be pages upon pages of ritualistic instructions and incantations, none of which are in a familiar language.".
